Monitor
Eight independent sources spanning market indicators (VIX, yield curve, fund flows), news sentiment (Bloomberg, Reuters), and retail sentiment (social channels, search trends). If any one fails, the others continue.

Classify
A weighted 1–5 sentiment band with a written rationale, not just a score. Rolling 48-hour average prevents single-session false positives.

Decide
Band thresholds plus a confidence gate. Extreme events bypass the stability layer via a circuit breaker, defensive action in under two minutes.

Budget shifts happen at the source, never pause-and-unpause. Suppressed line items stay quietly active, so the bidding algorithms keep their learning and snap back to full strength the moment conditions improve.
